Certification for axiUm is broken into three levels:
Modular, Base and Medical Complete.

2014 Modular Certification

“2014 Modular Certification” is a designation by the Office of the National Coordinator for Health Information Technology (ONC-HIT).

By definition any EHR System that passes any of the criteria set by the OHC-HIT is deemed to be “2014 Modular Certified”.

An EHR software is considered Modular Certified until it passes all criteria set by the ONC-HIT. At that point it will be considered a “Certified as a Complete EHR” or “Medical Complete” (see below for additional explanation)

 Is axiUm 6.0 CE Modular Certified

Yes.

Implications

With only a 2014 modular certified product, organizations will not be able to have their EPs apply for any funding whatsoever. In order for their EPs to receive funding, the user must use the Modular certified software in conjunction with a “2014 Base Certified” or higher certified software.

Funding Available with 2014 Modular Certification (that is not Base Certified)

  • Stage 1 – Year 1: NO
  • Stage 1 – Year 2: NO
  • Stage 2 – Year 3: NO
  • Stage 2 – Year 4: NO
  • Stage 3 – Year 5: NO

2014 Base Certification

“2014 Base Certification” is a designation by the Office of the National Coordinator for Health Information Technology (ONC-HIT).

By definition any EHR System that passes these criteria is deemed to be “2014 Base Certified”:

  • (a)(3) Demographics
  • (a)(5) Problem List
  • (a)(6) Medication List
  • (a)(7) Medication Allergy List
  • (a)(8) Clinical Decision Support
  • (b)(1) Transitions of Care – receive, display, and incorporate transition of care/referral summaries
  • (b)(2) Transitions of Care – create and transmit transition of care/referral summaries
  • (b)(7) Data Portability
  • (c)(1) Clinical Quality Measures – capture and export
  • (c)(2) Clinical Quality Measures – import and calculate
  • (c)(3) Clinical Quality Measures – electronic submission
  • (d)(1) Authentication, access control, and authorization
  • (d)(2) Auditable Events and Tamper-Resistance
  • (d)(3) Audit Report(s)
  • (d)(4) Amendments
  • (d)(5) Automatic log-off
  • (d)(6) Emergency access
  • (d)(7) End-User Device Encryption
  • (d)(8) Integrity

These requirements are a subset of all the criteria that ONC-HIT certifies for.

Is axiUm 6.0 CE Base Certified

Yes

Implications

  • An organization who owns “2014 Base Certified” software can now their EPs apply for Stage 1 – Year 1 funding.
  • An organization who has EPs beyond Stage 1 – Year 1 can now start recording their 90 day Meaningful Use measures for Stage 1 – Year 2 attestation. Additionally EPs can now apply for Stage 2 – Year 3 and Stage 2 – Year 4 funding as long as they have collected sufficient information for attestations for these stages.

Medical Complete Certification or 2014 Complete Certification

“Medical Complete Certification” is an Exan-generated name for the ONC-HIT “2014 Complete Certification” status. “2014 Complete Certification” or “2014 Certified as a Complete EHR” is the official title given by ONC-HIT and is publicized by their organization.

The purpose of the name modification is to illustrate that users in the dental industry do not need to use any features at this certification level, to take advantage of any existing Medicaid Incentive initiatives.

By definition any EHR System that passes all criteria set out by ONC-HIT is deemed to be “2014 Complete Certified”.

Is axiUm 6.0 CE “Medical Complete Certified” or 2014 Certified as a Complete EHR?

No. However, Exan is still assessing the value of this level of certification for our current and future customers.
